Just had the Cob in for its MOT and the guy there was insistent that it required a full emissions test, claiming that the regulations had changed.
He could only show me 'proposed changes' on the .GOV site. I must admit I was very concerned during the test.
They've visually tested it every year since it was registered based on the age of the engine. This time he wanted to go off the year of registration.
I've looked on the various sites and it doesn't seem to be very clear at all.

A couple of question s Dave.
Do you use the same tester each year?
What does the V5C say re emissions?
Did you change the engine/specifications?

Hi Clive,
I do use the same garage every year although they have changed staff recently. The V5 says nothing of emissions (CO2 g/km is blank) and the engine spec has not changed.

Hi Dave,
Says visible only on the bottom of my V5 in the special notes section on the front page.
Might want to take it up with the DVLA, this should have been added when you first registered your car. There are a couple of instances of this on the Cobra replica club and DVLA have rectified it.

Show him that statement and tell him to stick it in his pipe. It's a legal document and no law has been passed to retrospectively test emissions on old engines.

The consultation document of June 2018 proposed changes involving the relevant date of the engine, but this was dropped, mostly due to a huge number of responses from kit car builders and the industry.

Page 34 onwards makes interesting reading.... also interesting that kit cars are mentioned all over the place because responders answered 'no' to everything, not just the kit car stuff! Also interesting again to note that the public's views were listened to - at least for now.
As Stu says, your guy has it wrong so it would be worth finding a more sympathetic testing station.

They’ve always been great in the past. Problem is change of pit crew! I took my V5 in this afternoon to hammer home the fact he was wrong which he seems to have accepted.

Great thread... I’m up for my first MOT since passing IVA in 2017... now I have additional six months due to C19 relaxation... before heading north I was going to tap up Clive and use his guy!! Now I know what to point out. Thanks guys.

If you recall, I posted a load of info up a few years ago regarding this. The Government were looking to change the emissions test to age of vehicle manufacture/build and not the engine age as it had been. I think this was in 2018. After a lot of people contacting " the powers that be", the decision was taken not to change it and for it to remain emissions on the age of the engine. There has not been a change in the law regarding this, nor is there any likelihood of change for the foreseeable future
