WD40 is a water dispersant, not a penetrating oil - the clue is in the 'WD'. Plus Gas or similar might help.
As suggested elsewhere Dave, I think cutting each side with a cantilevered hacksaw blade is your best bet. Heat would be madness, in my view... and if, as you suggest, the bolt shank has rusted into the steel sleeve inside the polybush, as it's not bonded like a rubber bush would be the sleeve will just spin in the bush if you try an impact wrench. Get on your back with that hacksaw boy!

Hi Dave,
I'm assuming its the rear bush below the axle. If so you can remove the whole anti tramp bar and the lower bracket and stick it in a vice and give it a good thrashing after a good soaking with Plus gas.

Re: Bushing bolt seized - now what?
Cheers Stu. I'm still trying to do it in situ. I've soaked in PlusGas and now have a G clamp applying pressure. Head of bolt is cupped in an oversized socket and clamp is squeezing between that and the thread end of bolt. Just not sure I'll get enough force through the G clamp.
Next step will be as you suggest and then final step will be cutting it out.

My father taught me that the best tool in the box is percy..... perseverance, and failing that, Brute Force and Ignorance! Try Percy first!
Cheers, Clive.

Brute Force and Ignorance phase! Saving all the fun to the end
In the end it may well be that I just replace the nyloc (which is naturally quite deep) with a spring washer and bolt. This will at least stop comments during the MOT and given that the whole thing is due to be replaced with an IRS later this year it seems a little more pragmatic.
I'll continue to work with Percy for the time being.

Re: Bushing bolt seized - now what?
Dave, you can get half nylocs which are shallower. Type T, like this:

And anything you do with 'percy' probably has no place on a public forum.

MOTs have been suspended for the next six months... https://www.bbc.co.uk/news/business-52036333
